MSBA Announces Opening of 2013 Statement of Interest Submission Period

Submission is the first step toward potential MSBA funding

State Treasurer Steven Grossman, Chair of the Massachusetts School Building Authority (“MSBA”), and Jack McCarthy, MSBA Executive Director, today announced the opening of the 2013 Statement of Interest (SOI) process. From January 9, 2013 through April 10, 2013, the MSBA will accept SOIs for consideration in FY 2013 through its web-based application system. 

Submitting an SOI is the critical first step in the MSBA’s school construction grant program.  It allows a district to inform the Authority about deficiencies that may exist in a school facility and how those deficiencies inhibit achievement of the district’s educational goals.

After initial review, the MSBA will work with districts to verify the problems identified in their SOIs.  Facilities displaying need and suitability for the MSBA program may receive an invitation into the Eligibility Period of the MSBA’s Capital Pipeline. The invitation commences the collaborative process between the district and the MSBA in a school improvement project. SOIs should only be submitted for projects which can be funded by the district within the next two years.

The MSBA partners with Massachusetts communities to support the design and construction of educationally-appropriate, flexible, sustainable, and cost-effective public school facilities. Since its creation, the MSBA has made more than $9.5 billion in timely payments to cities, towns, and regional school districts for school construction projects. These payments have saved municipalities over $2.9 billion in avoided local interest costs and have provided much needed cash flow to communities.
