Veteran Public Official to Oversee Massachusetts School Building Program
Treasurer Steven Grossman has named Jack McCarthy as Executive Director of the Massachusetts School Building Authority (MSBA), appointing a seasoned senior manager to the agency that helps fund capital improvement projects for the Commonwealth’s public schools. McCarthy had served as interim Executive Director of the MSBA since December of 2011.
“Jack’s steady leadership, sound judgment, and commitment to excellence will build on the MSBA’s strong record of success since its inception in 2004,” said Grossman. “He has gained an intimate familiarity with every aspect of the Authority’s business, and he shares my goal of ensuring that government is transparent, entrepreneurial, and responsible to taxpayers.”
McCarthy was appointed Deputy Executive Director of the MSBA in August of 2011. Prior to that, between 2003 and 2011, he served in the Inspector General’s Office as the Senior Assistant Inspector General. In this position, McCarthy was responsible for advising the Inspector General on issues concerning prevention and detection of fraud, waste and abuse by all state, county, and municipal entities of the Commonwealth. He also served as the Inspector General’s chief advisor, assisting in the development and determination of short and long-term goals and objectives for the office.

From January 1995 to March 2000, McCarthy was Chief of Staff at the Office of the Secretary of the Commonwealth, where he was responsible for key policy development and the management of over 400 employees. In this position, his expertise on election ethics, ballot laws, and campaign finance was sought and published in a leading Massachusetts trade publication.
McCarthy is a graduate of the Boston Latin School, Boston College, and Suffolk University Law School. He resides in Norwood, where he served as Town Moderator between 1991 and 2003, with his wife Linda and two daughters Kristen and Megan.
