Accelerated Repair Program

As a result of the lessons learned from its Green Repair Program, the MSBA instituted the Accelerated Repair Program ("ARP"). The ARP focuses on the preservation of existing assets by performing energy-efficient and cost-saving upgrades, which will result in direct operational savings for school districts. In order to maximize the impact of the ARP, districts are required to use pre-selected consultants and appropriate funding quickly in order to adhere to an accelerated project schedule.

After a temporary pause in 2023, the MSBA Board of Directors voted to reopen the ARP in 2024 with an increased estimated budget following the approval of the Commonwealth’s FY 24 Budget. The reopening in 2024 is for the partial or full replacement of roofs and windows/doors. Beginning in 2024, the feasibility study for each invited roof project will consider roof replacement as well as roof restoration. Supporting roofs and windows will continue to prolong the longevity of the building and improve the environment of the school. 

To facilitate schools moving toward Massachusetts’ goal for net-zero carbon emissions by 2050, the MSBA plans to develop a study for public school facilities that could offer heat pump conversion for existing buildings. This study will be done in lieu of offering boiler replacement as part of the ARP annual opening in 2024.

Districts with repair needs in their school facilities that inhibit the cost-effective and energy-efficient delivery of the district’s educational program have expressed interest in the Accelerated Repair Program through the MSBA’s Statement of Interest ("SOI") process. Since 2010, districts have been participating in our Repair Programs as indicated in the table below:
