State Site Permit Tracking Worksheet 

The MSBA has developed a State Site Permit Tracking Worksheet (“Worksheet”) for Core Program projects to track the status of site permits from Module 4 - Schematic Design to Module 6 - Detailed Design for every core program project funded by the MSBA. The District and their design team will include a complete and updated Worksheet in each of four submittals during Module 4 - Schematic Design and Module 6 - Detailed Design phase (Design Development, 60% Construction Document, and 90% Construction Document).Detailed Design phase (Design Development, 60% Construction Document, and 90% Construction Document). 

The Worksheet will help the district and MSBA track all site-related permitting information throughout Module 4 and Module 6 in a consistent format across all projects. Clarifications on site resiliency are included in Module 3. The review comment template in Module 6 – Detailed Design was updated to identify the inclusion of the Worksheet in each submittal: 

Instructions for the MSBA State Site Permit Tracking Worksheet are as follows:  

  1. After downloading, rename the Worksheet to include the District, Project Name and date.   

  1. Enter project specific information in Tab 1: Permit Tracking and Tab 2: MEPA Trigger Checklist (Recommended to use the App rather than the browser version of excel).  

  1. Include a current / updated Worksheet as part of Module 4- Schematic Design and each of three Module 6- Detailed Design submittals as a separate Excel file.     

  1. Please contact the MSBA Project Coordinator with any questions.  

As part of the MSBA Module 4 - Schematic Design and Module 6- Detailed Design (Design Development, 60% Construction Document, and 90% Construction Document) submittal review, the District and their design team must fill out the State Site Permit Tracking Worksheet as complete as possible and update the worksheet for each design phase with a new date associated with submittal review.  

It's crucial that districts diligently adhere to all applicable MEPA Review requirements on MSBA-funded school construction projects. (Please see Massachusetts Environmental Policy Act Office | Mass.gov.) Districts must consult with local legal counsel regarding these requirements. Please note that the MSBA will not execute a Project Funding Agreement until all necessary MEPA Reviews are completed and certified to the MSBA by local legal counsel.
