Updates to the Municipal Construction Affirmative Marketing Program
This Project Advisory supersedes Project Advisory 62, July 2020
The Municipal Construction Affirmative Marketing Program (MCAMP) requires Municipalities to incorporate Minority Business Enterprise (MBE), Women Business Enterprise (WBE) and Veteran Business Enterprise (VBE)/Service-Disabled Veteran Business Enterprise (SDVOBE) goals into both their design and construction procurements for municipal contracts for the construction, reconstruction, alteration, remodeling, repair, or demolition of any public building by any city or town that includes funding provided in whole or in part by the Commonwealth, such as funding under the Massachusetts School Building Authority (MSBA), funding in any legislative appropriation, grant awards, reimbursements, municipal commitments to use state funds, and the like. To count towards participation, the business must be a Supplier Diversity Office (SDO) certified WBE, MBE or VBE/SDVOBE at the time of contract execution. Certification as a disadvantaged business enterprise (DBE), certification as an MBE/WBE/VBE/SDVOBE by any agency other than SDO, or submission of an application to SDO for certification as an MBE/WBE/VBE/SDVOBE shall not confer SDO certification status on a firm for purposes of participation credit.

The MSBA has updated the following MSBA forms to align with the new MCAMP requirements:
- Designer RFS Template
- Designer Services Base Contract for Design/Bid/Build and CM at Risk
- Designer Selection Procedures
- Designer Services Base Contract Pages 1-2 and Attachments A, C, D, E and F

Please work with local legal counsel to review and implement the new SDO participation goals in procurement documents for design and construction services.
